The Louisiana Breast and Cervical Health Program 

In 2004, it was estimated that 100,000 low-income, uninsured women in Louisiana. Louisiana's breast cancer incidence rate is 36th highest in the US, and our state has the highest death rate due to breast cancer in the country.

The Louisiana Breast and Cervical Health Program (LBCHP) provides low-income, uninsured women with access to no-cost screening and diagnostic services for the early detection of breast and cervical cancer.  Special emphasis is placed on reaching women aged 40-64 years of age who rarely or never receive screening services.  Most LBCHP participants requiring treatment for breast or cervical cancers and pre-cancers are fast-tracked into the Louisiana Breast and Cervical Cancer Medicaid Program.

LBCHP is part of the Centers for Disease Control and Prevention (CDC)'s National Breast and Cervical Cancer Early Detection Program (NBCCEDP), and receives funding from the CDC, the State of Louisiana, and private foundations.  A combination of federal law and regulations imposed by the CDC and the LBCHP govern the program's administration.  

LBCHP was established at LSUHSC in October 2002 and began offering services in January 2003.  The program is in operation in four regions:  Greater New Orleans including the Northshore, Greater Baton Rouge, Acadiana, Northwest Louisiana (Shreveport), and Northwest Louisiana (Monroe).  For implementation, LBCHP relies on partnerships with of local screening and outreach providers. 

In fiscal year 2005-2006, LBCHP provided breast cancer early detection services to 6,289 women and detected 38 cases of breast cancer (13 localized/25 invasive).  LBCHP provided cervical cancer early detection services to 3,348 women, and detected 48 cervical pre-cancers.
